SCFD only grants inclusion to regions during legislative renewal periods.
The last opportunity was 12 years ago.
Castle Rock needs to vote on this initiative by 2025 to be eligible for inclusion in the SCFD legislation renewal of 2030. We’re pushing for a 2024 ballot initiative to join the areas that are receiving these benefits, which already includes the rest of Douglas County.
We are pushing to get an SCFD Initiative on the Castle Rock ballot for this November 2024 in order to be eligible for inclusion in the next round of SCFD renewal.
Steps:
Requesting Town Council to allow SCFD Inclusion Initiative to be included on the November ballot. It should be the people’s right to choose, but they must be given the opportunity.

SCFD Voting History and Misinformation
SCFD Formed in 1988 & expanded to the front range for regional approach. Castle Rock and Larkspur had written into the legislative language to be excluded. Castle Rock voted against joining the SCFD in 1994 and 1999, but the vote failed due to misinformation and perceptions of SCFD being tied to RTD ballot measure.
Castle Rock has grown since 1999, and demographics have changed. When the last vote failed, the community population was 20,000. Today it is 84,000 with a growth rate of 6% per year. Castle Rock’s current median age is 36, and 77% of our population has some college or college degree. Average household income is $154,000, and average home price is $665,000.
In the 2023 Public Art Commission survey 80% of respondents said that they felt Castle Rock was a stand-alone community.
